City Council reform proposals

Complete, final list of City Council reform proposals including links to specific Charter language changes, as prepared by the Law Department for the Commission’s final vote on July 28.

Earlier Law Department drafts, all in pdf format (requires Adobe Acrobat Reader or equivalent software):

City Council President Martin Sweeney:

  • One Council ward for each 25,000 residents

Councilman Brian Cummins (alternatives):

  • Fifteen ward representatives
  • Fourteen ward representatives plus one at-large representative
  • Fourteen ward representatives plus three at-large representatives

Proposals made at public hearings:

  • Seven ward representatives plus four at-large representatives
  • Two year Council terms
